4707 Pacific Ave
September 1997
Page 2
32.26 feet bgs. Additionally, according to this quarterly report, in January 1997 the total depth of VW2
was 37.49 feet bgs and in July 1996 the total depth of VW2 was 39.27 feet bgs . A similar condition is
noted for V W3 and V W4. It is entirely possible that the recoveries reported in the last vapor extraction
system report may be related to the condition of the vapor extraction wells.A joint inspection by
PHS/EHD and Unocal's representatives should be scheduled immediately to assess the condition of
VW2. Given this recent evaluation of the vapor extraction system's well configuration, PHS/EHD
hereby directs you to either include soil borings in the work plan which is due or to submit an addendum
by October 16 1997,to assess the remedial progress achieved by the operating vapor extraction system.
PHS/EHD requested previously that depth to water measurements be included on the analytical results
summary table. Instead the groundwater elevation measurements are included. Since screened intervals
have been measured from grade, dept to et s andeptheasier
to water measurements that have beeto use for son.
Please update the analytical summary table w
collected.
The telephone messages,which were passed from PHS/EHD and yourself,between September 5, 1997
and September 11, 1997, indicated that you wished to have an extension for to September 12, 1997 date
for submission of a work plan which was established by PHS/EHD in correspondence dated August 13,
1997. PHS/EHD informed you,via a phone message, that extensions of due dates are generally
requested in writing. An extension will not be granted,PHS/EHD has directed Unocal to submit the
work plan to install replacement wells since March 1996. PHS/EHD has not received the required work
wells which may also include soil
wells must be plan for the
by Septembert29, 1997 t avoid further enforcement ngs /or air sparge
actions.
If you have any questions, comments or to schedule a field inspection, please contact me at(209)468-0337.
Donna Heran,REHS, Director
Environmental Health Division
V
Mary Meays, Senior REHS Margare Lagorto,REHS
Supervisor
Site Mitigation Unit
cc: Elizabeth Thayer,Central Valley Regional Water Quality Control Board
cc: David Irey, San Joaquin County Deputy District Attorney,Environmental Prosecutions Unit
cc: Greg Gurss,GeoStrategies
cc: Haig,Tejirian,MPDS
