4707 Pacific Avenue
August 1997
Page 2
Please note that the Table 1 Summary of VES Chemical Analytical Data included within the"First
Quarter 1997 VES Report" erroneously indicated that<0.10 mg/m3 xylenes was detected rather than
0.48 mg/m3 xylene which the accompanying laboratory report indicated. Please correct the table so that
subsequent VES reports will accurately reflect the true analytical result. This report also noted that
various components of the system required replacement and once the system became operational, that the
system would be monitored every two weeks. The system was reportedly restarted on April 24, 1997.
Please provide PHS/EHD notice prior to the next monitoring event so that a PHS/EHD inspection of the
system may be scheduled.
As you are aware, oxygenates have been used in gasoline products throughout the state. The Central Valley
Regional Water Quality Control Board in consultation with the Department of Health Services has issued a
directive dated July 18, 1997 which requires the analysis of water samples using EPA Method 8260. The
GC/MS scan should include at minimum the following oxygenates: Methanol,Ethanol,Tertiary Butanol,
Methyl Tertiary Butyl Ether,Di-Isopropyl Ether(DIPE),Ethyl Tertiary Butyl Ether(ETBE),and Tertiary
Amyl Methyl Ether(TAME). I have included a copy of the directive dated July 18, 1997 for your information.
Until directed otherwise, all water samples collected shall undergo EPA Method 8260 analysis in addition to
EPA Method 8020 and EPA Method 8015M analyses.
Please forward the second quarter groundwater monitoring report immediately. The third quarter monitoring
report, which will include the July 16, 1997 sampling results, should be forwarded as soon as it becomes
available,so that PHS/EHD may have access to the information prior to reviewing the work plan that is due
September 12, 1997.
I look forward to working with you,as the new TOSCO Project Manger. If you have any questions, comments
or to schedule a field inspection, please contact me at(209)468-0337.
Donna Heran, RENS, Director
Environmental Health Division
Mary Meays, Senior REHS Margar Lagorio,REI
Site Mitigation Unit Supervisor
enclosure: CVRWQCB directive dated July 18, 1997
cc: Elizabeth Thayer, Central Valley Regional Water Quality Control Board
cc: David Irey, San Joaquin County Deputy District Attorney, Environmental Prosecutions Unit
cc: Greg Gurss,GeoStrategies
cc: Haig, Tejirian, MPDS
