EXECUTIVE SUMMARY
Tosco (Former Unocal) Service Station#6981
4707 Pacific Avenue
Stockton,California
The site is located on the northwest corner of the intersection of Pacific Avenue and March Lane in
Stockton, California. The site is a former 76 Products service station that retailed gasoline fuel.
To facilitate sale of the property the gasoline underground storage tanks (USTs) are being removed.
In accordance with the work plan on file with San Joaquin County Public Health Services-
Environmental Health Division(SJCPHS-EHD) dated March 7, 2000, the following work will be
performed:
1) the gasoline USTs, associated product lines and dispensers, and all above-ground structures will
be removed;
2) the soil beneath these facilities will be sampled to evaluate the presence of petroleum
hydrocarbons in soil at the subject site;
3) the presence of emergency conditions will be determined, limited excavation of hydrocarbon
impacted soil will be performed, if necessary, and any gasoline product that may be present on
the groundwater will be removed;
4) the groundwater (if encountered) will be sampled following removal of USTs. Applicable
permits for the removal of USTs and product piping will be obtained by Tosco's contractor
prior to the start of any work. New USTs and associated product piping and dispensers will
not be installed after the existing facilities are removed.
Work will be performed during weekday daylight hours. Earth moving equipment may include a
backhoe, an excavator, a loader, and other equipment as appropriate. Upon excavation, soil will
be stockpiled onsite and covered with plastic for sampling and later disposal or reuse. Stockpiled
soil removal is expected to be completed with 10 to 30 business days. It is estimated that a
maximum of 1,000 cubic yards of soil will be stockpiled. If stockpile soil is initially clean, the
contractor may reuse it at some other location onsite other than disposing it at a suitable landfill,
pending approval from SJCPHS-EHD. Excavation activities will be observed by SJCPHS-EHD
and Gettler-Ryan, Inc. (GR) representatives. Soil samples will be collected and analyzed pursuant
to SJCPHS-EHD requirements. Upon receipt of sample results, GR will prepare and submit to
SJCPHS-EHD a letter report summarizing removal activities and sampling results. Work is
anticipated to commence during April, 2000.
