Unocal #6981 <br /> July 27, 1995 <br /> the VES was operating within permit conditions and with the approval of SJVUAPCD the <br /> VES continued to operate. <br /> Collected vapor stream samples were submitted to the Sequoia Analytical laboratory <br /> located in Sacramento, California (ELAP #1624) Samples were analyzed for TPHg and <br /> Benzene, Toluene, Ethylbenzene, and total Xylenes (BTEX) by EPA Methods <br /> 50301801518020 Chemical analytical results for the VES influent and effluent vapor <br /> stream samples are summarized in Table 1 The VES Operation and Emissions Data are <br /> summarized in Table 2 Copies of the Sequoia Analytical Laboratory reports and <br /> chain-of-custody forms are included in Appendix C <br /> The TPHg destruction efficiency was 93 29%, and the TPHg emission rate was 8 41 <br /> pounds per day (lb/day) Upon receipt of the analytical data and calculating the TPHg <br /> efficiency and mass emission rate, the VES was shut down on May 23, 1995 because the <br /> required destruction efficiency of 95% was not met However, the mass emission rate was <br /> less than the maximum of 9 7 pounds per day SJVUAPCD was notified that the VES did <br /> not meet the permit condition for the destruction efficiency and the VES was shut down <br /> for evaluation <br /> During May and June 1995, several attempts were made to meet the required destruction <br /> efficiency by changing the VES operating parameters However, the VES could not meet <br /> the required 95% destruction efficiency The VES was shut down after each attempt <br /> THIRD QUARTER 1995 ACTIVITIES <br /> In an attempt to meet the required destruction efficiency, the LEL and temperature <br /> controllers and motor drives will be replaced in July 1995 A source test will be scheduled <br /> with SJVUAPCD after demonstrating that the VES can meet the required permit <br /> conditions After completion of a successful source test, the VES will continue to operate <br /> and monthly sampling will be performed to ensure permit conditions are met <br /> Because of the numerous wells, the cost associated with sampling all the wells each <br /> quarter, and the substantial reduction of TPHg and benzene concentrations from the <br /> monitoring wells over the past two years, GSI proposes to modify the current quarterly <br /> groundwater monitoring and sampling program for this site During the first and third <br /> quarters, each well (MW-1 through MW-13) will be monitored and sampled During the <br /> second and fourth quarters, each well will be monitored and the perimeter wells MW-6, <br /> MW-9, MW-10, MW-11, MW-12, and MW-13 will be sampled This work will be <br /> performed by MPDS and the Quarterly Data Reports will continue to be submitted to the <br /> 495502-4 3 <br />
