Unocal Station No #6981
• January 26, 1996
(EPA Method 8010 compounds). None of these constituents were detected in the influent
vapor stream samples The catalyst bed was returned to the manufacturer (Johnson
Matthey) for testing, but deficiencies in the catalyst were not discovered
A new catalyst was installed and the VES restarted on December 19, 1995. Gettler-Ryan
Inc (G-R) of Dublin, California, collected vapor samples from the influent and effluent
vapor streams Ms Diane Busalacchi of the SJVUAPCD was present to observe sample
collection and system startup. Field measurements indicated that VES emissions were
within the specified permit conditions, so the VES continued to operate Operational data
are summarized in Tables 1 and 2
VES Analytical Data
Influent and effluent vapor stream samples were analyzed for TPHg by EPA Method 8015
(Modified) and for benzene, toluene, ethylbenzene, and total xylenes (BTEX) by EPA
Method 8020 The samples were analyzed at Sequoia Analytical of Concord, California
(ELAP #1271). Copies of the Sequoia analytical report and chain-of-custody form are
presented in Appendix B Analytical data are summarized in Table 3
The TPHg destruction efficiency was 99 00%, and the TPHg emission rate was less than
0 30 pounds per day (lb/day) The benzene destruction efficiency was 99 48%, and the
benzene emission rate was less than 0 003 lb/day To date approximately 5,746 pounds
of hydrocarbons (quantified as gasoline) and 147 pounds of benzene have been removed
and treated by the VES The VES appears to be operating within the permit conditions
FIRST QUARTER 1996 SCHEDULED ACTIVITIES
Groundwater monitoring wells at the site will be monitored and sampled. Groundwater
samples will be collected from all wells during the first quarter sampling This work will
be performed by MPDS and the Quarterly Data Report will be submitted to the appropriate
regulatory agencies by MPDS on behalf of Unocal
GST will continue to monitor VES operational parameters every two weeks Influent and
effluent vapor stream samples will be collected monthly and analyzed as required in the
permit
It is our understanding that the City of Stockton intends to widen March Lane in mid to
late 1996 This may affect several of the groundwater monitoring wells in the vicinity of
the site If so, these wells need to be abandoned prior to initiation of construction
activities
4855 02-6 3
