FE PERMIT / SERVICES January 29, 1999 Mr Ed Ralston Tosco Marketing Company Environmental Compliance Department 1380 Lead Hill Road, Suite 120 Roseville, CA 95661 Subject Fourth Quarter 1998 VES Report, Tosco 76 Branded Station No 6951, 4707 Pacific Avenue, Stockton, California Mr Ralston This report summarizes the sampling and operational data fol the vapor extraction system (VES) at the subject site from October through December, 1998 The VES operates under San Joaquin Valley Unified Air Pollution Control District Permit N-3335-2-0 Location of the subject site is shown on Figure 1 The current station configuration is shown on Figure 2 Gettler-Ryan Inc (GR) sampling procedures are attached The VES was shut down on November 3, 1998, due to low influent concentrations, but was pulsed twice during the remainder of the quarter to evaluate influent concentration response Between September 30, 1998 and January 4, 1999, the VES operated approximately 806 hours(33 6 days), or 3556 of the time GR monitored the system and collected influent • and effluent vapor stream samples on Octobel 22, November 18 and 20, and December 31, 1998, and January 4, 1999 Samples were anaiyLed for TPHg and BTEX at Sequoia Analytical(ELAP #1210 and #1271) Copies of the laboratory reports and chain-of-custody documents aria. attached Soil vapor was extracted from all vapoi wells during the fourth quarter 1998 Hydrocarbons were detected in all effluent airstream samples Concentrations of TPHg ranged from <3 to 26 parts per million vapor However, the VES operated within the permit requirement of 95% or greater destruction efficiency or <2 pounds TPHg per day(lb /day)emission rate VES destruction efficiencies ranged from 71 43% to 98 42% Emission rates for TPHg ranged from <0 3 to 1 5 lb /day During the fourth quarter 1998, the VES extracted and treated approximately 145 pounds of TPHg and 1 pound of benzene Since installation in September 1994, the VES has extracted and treated approximately 14,367 pounds of TPHg and 175 pounds of benzene VES analytical data for the quarter are summarized in Table 1, and operational data are summarized in rabie 2 The attached VES Performance Evaluation graph shows total hydrocarbon mass and extraction rates as a function of time over the life of the system if you have questions, please call us in Sacramento at (916) 631-1300 Sincerely, Gettler-Ryan Inc Stephen J Carter R G Senior Geologist Attachments Table 1 - Summary of VES Chemical Analytical Data Table 2 - Summary of VES Operation Figure 1 Vicinity Map • Figure 2 Site Plan Field Methods and Procedures YES Chemical Analytical Data and Chain-of-Custody Forms VES Performance Evaluation Graph 140124 04 6747 Sierra Court , Suite J a Dublin , California 94568 ( 925 ) 551 - 7555
