C. <br />' 6ETTLER - RY AN 1� <br /> • <br /> January 21, 2000 <br /> Mr Ed Ralston <br /> Tosco Marketing Company <br /> Environmental Compliance Department <br /> 1380 Lead Hill Road, Suite 120 <br /> RoseviIIe, CA 95661 <br /> Subject: Fourth Quarter 1999 VES Report, Tosco 76 Branded Station No 6981, 4707 Pacific Avenue, Stockton, <br /> California <br /> Mr Ralston <br /> This report summarizes the sampling and operational data for the vapor extraction system (VES) at the subject site from <br /> September through December, 1999 The VES operates under San Joaquin Valley Umfied Air Pollution Control District <br /> (SJVUAPCD) Permit N-3335-2-0 Location of the subject site is shown on Figure 1 The current station configuration is <br /> shown on Figure 2 GR sampling procedures are attached <br /> Continuous VES operation was stopped on November 3, 1998,due to low influent concentrations,but has operated in"pulse" <br /> mode since Between September 20 and December 16, 1999,the VES operated approximately 216 hours(9 0 days),or 10% <br /> of the time GR monitored the system and collected influent and effluent vapor stream samples on October 26 and 29, <br /> November 16 and 19, and December 13 and 16, 1999 Samples were analyzed for TPHg and BTEX at Sequoia Analytical <br /> (ELAP##1271) In addition, the influent samples were analyzed for MtBE Copies of the laboratory reports and cham-of- <br /> custody documents are attached <br /> Soil vapor was extracted from all vapor wells when pulsed during the fourth quarter 1999 Hydrocarbons were detected in <br /> all effluent airstream samples Effluent concentrations of TPHg ranged from C 2 6 to 156 parts per mullion vapor During <br /> the fourth quarter 1999 operational period, the VES operated within the permit requirement of 95% or greater destruction <br /> efficiency or C2 pounds TPHg per day (lb/day) emission rate, except for the sample collected October 26, 1999 VES <br /> destruction efficiencies during this period ranged from 6101%, to 96 50% Emission rates for TPHg ranged from 0 2 to <br /> 1 8 lb/day except for the sample collected October 26, 1999, when the emission rate was 7 6 lb/day As required, this <br /> permit violation was reported to SJVUAPCD in a letter dated November 11, 1999 In a telephone conversation on November <br /> 30, 1999, SJVUAPCD indicated there would be no action taken for this violation During the fourth quarter 1999,the VES <br /> extracted and treated approximately 85 pounds of TPHg and 2 pound of benzene Since installation in September 1994, the <br /> VES has extracted and treated approximately 14,672 pounds of TPHg and 182 pounds of benzene VES analytical data for <br /> the quarter are summarized in Table 1, and operational data are summarized in Table 2 <br /> If you have questions, please call us in Sacramento at (916) 631-1300 <br /> Sincerely, <br /> ;Aettr-Ryan Inc. <br /> Stephen J Ca r, R G <br /> Senior Geologist <br /> Attachments Table 1 - Summary of VES Chemical Analytical Data <br /> .
