October 25, 2001 Mr Ed Ralston Tosco Marketing Company Environmental Compliance Department 1.380 Lead Hill Road, Suite 120 Roseville, CA 95661 Subject: Third Quarter 2001 VES Report,Former Tosco 76 Branded Station No. 6981,4707 Pacific Avenue, Stockton, California. Mr Ralston Tlus report summarizes the sampling and operational data for the vapor extraction system(VES)at the subject site from July through September 2001 The VES operates under Sari Joaquin Valley Unified Air Pollution Control District(S3VUAPCD)Permit N-3335-2-0. Location of the subject site is shown on Figure 1 All aboveground and underground facilities associated with the former station except for the VES were removed during the second quarter &00 The former station configuration is shown on Figure 2 GR sampling procedures are attached The VES operated continuously until it was stopped on November 3, 1998,due to low influent concentrations, and has operated in"pulse"mode since The VES was not operated in April through July 2000 due to station demolition activities and re-routing of the VES electrical line Pulse mode operation resumed on August 16, 2000 The VES was pulsed for the months of July and August The pulse was initiated for the month of September, however,during the pulse,the flame controller for the unit failed Based on the lack of influent concentrations, it was determined to replace the VES with a carbon absorption system A design for the installation of an air sparging system was submitted to the department of Health Services for approval The permitting process for the system replacement was initiated Influent and effluent samples were analyzed for TPHg and BTEX at Sequoia Analytical(ELAP#1624) In addition, the influent samples were analyzed for MtBE Copies of the laboratory report and chain-of-custody document are attached Soil vapor was extracted from all vapor wells when pulsed during the third quarter 2001 Hydrocarbons were not detected in either of the influent or effluent airstream samples During the third quarter 2001 operational period, the VES operated within the permit requirement of 95%or greater destruction efficiency or <2 pounds TPHg per day(lb/day) emission rate VES destruction efficiencies during this period were 100% Emission rates for TPHg were<0 21 lb/day During the third quarter 2001, the VES extracted and treated<1 0 pounds of TPHg and<0 001 ound of benzene Since installation in September 1994, the VES has extracted and treated approximately 14,795 Wunds of TPHg and 183 pounds of benzene VES analytical data for the quarter are summarized in Table 1, and operational data are summarized in Table 2 6747 Sierra Court , Suite J • Dublin , California 94568 X925 ) 551 - 7555
