6ETTLER - RYAN INC. <br /> July 23, 2001 <br /> Mr Ed Ralston <br /> Tosco Marketing Company <br /> Environmental Compliance Department <br /> 1380 Lead Hill Road, Suite 120 <br /> Roseville, CA 95661 <br /> Subject:Second Quarter 2001 VES Report,Former Tosco 76 Branded Station No. 6981,4707 Pacific <br /> Avenue, Stockton, California. <br /> Mr Ralston <br /> This report summarizes the sampling and operational data for the vapor extraction system (VES) at the <br /> subject site from January through March 2001 The VES operates under San Joaquin Valley Unified Air <br /> Pollution Control District (SJVUAPCD) Permit N-3335-2-0 Location of the subject site is shown on <br /> . Figure 1 All aboveground and underground facilities associated with the former station except for the <br /> VES were removed during the second quarter 2000 The former station configuration is shown on <br /> Figure 2 GR sampling procedures are attached <br /> The VES operated continuously until it was stopped on November 3, 1998, due to low influent <br /> concentrations, and has operated in"pulse" mode since The VES was not operated in April through July <br /> 2000 due to station demolition activities and re-routing of the VES electrical line Pulse mode operation <br /> resumed on August 16, 2000 <br /> In March the mechanical blower failed and was removed and shipped for repair During the inspection <br /> prior to the rebuild, it was discovered that the blower could not be repaired to the required specifications, <br /> and it was deemed non-repairable After receiving approval from Tosca, a new blower was ordered The <br /> new blower was installed on June 21, 2001 and after the unit reached operating temperature, the system <br /> was sampled and left operating However, upon returning on July 2, 2001, it was discovered that the unit <br /> had shut down The system was restarted, sampled and shutdown, continuing operation in the pulse mode <br /> Influent and effluent samples were analyzed for TPHg and BTEX at Sequoia Analytical (ELAP#1624) <br /> In addition, the influent samples were analyzed for MtBE Copies of the laboratory report and chain-of- <br /> custody document are attached <br /> Soil vapor was extracted from all vapor wells when pulsed during the second quarter 2001 Hydrocarbons <br /> were not detected in either of the influent or effluent airstream samples During the second quarter 2001 <br /> operational period, the VES operated within the permit requirement of 95% or greater destruction <br /> efficiency or <2 pounds TPHg per day(lb/day) emission rate VES destruction efficiencies during this <br /> 6747 Sierra Court , Suite J • Dublin , California 94568 ( 925 ) 551 - 7555 <br />
