a.) It is unlawful to direct or transport waste tires to a minor waste tire facility or to accept waste tires at a minor <br /> waste tires facility unless the operator has obtained a minor waste tire facility permit. <br /> b.) Either obtain a minor waste tire facility permit or complete the waste tire facility permit exclusion notification <br /> form and submit to Cal-Recycle. <br /> 3.)A/C 14 CCR 17351 (C) - Facility storing more than 500 waste tires on site does not have adequate <br /> equipment to aid in the control of fires. <br /> a.) Facility shall provide and maintained on site and in working order at all times: (1) Portable fire extinguisher in <br /> building or structures; (2)one 10 feet pike pole to separate burning tires; (3) one round point and one square <br /> point shovel; and (4) one portable fire extinguisher with a minimum rating of A:40-B-C carried on fuel-powered <br /> equipment used to handle waste tires. <br /> b.) Either meet the minimum requirements or reduces waste tires stored below 499. <br /> 4.)A/C 14 CCR§ 18459.3-A search done on WTMS resulted in 146 manifests. 29 of the 146 manifests <br /> observed on WTMS were not on site and available for review during inspection. <br /> a.) Facility shall maintain a copy of the completed manifest form at their place of business. Manifest form shall <br /> be retained for 3 years and be available for review during inspection. <br /> b.) Ensure subsequent manifest are retained for 3 years. <br /> 5.)A/C 14 CCR§ 18462- Observed 20 manifests on site that were not filled out completely. <br /> a.) Manifests shall be filled out completely and correctly before initialing. <br /> b.) Ensure that manifests are filled out completely and correctly before initialing. <br /> Notes: <br /> 1.) Permission to conduct inspection was granted by David Koski (Supervisor). <br /> 2.)TPID certificate was available for review. <br /> 3.)Waste tires stored on the south and west side of the facility along the fence were counted directly. Waste <br /> tires consist of truck, tractor and forklift tires that were organize into barrow stacks and rows. According to David <br /> Koski, 608 waste tires on the south side perimeter fence of the facility belongs to"Inland Industrial Tires" and the <br /> 470 waste tires on the west side perimeter fence belongs to another business. Facility was given the waste tire <br /> facility permit exclusion notification form. <br /> 4.) Retain all waste tire logs, receipts, and manifests for 3 years. <br /> 5.) Facility only stores its waste tires at this location. <br /> 6.) Inspection report emailed to dkoski@inlandtire.com. <br /> *Re-inspection will occur on or after February 24, 2017.All violations must be corrected by this date. <br />
