We request SMS Briners to immediately resume its ground water <br /> monitoring program. The last monitoring report by Luhdorff and Scalmanini <br /> Consulting Engineers requested approval of a change in the monitoring program <br /> to allow quarterly reporting. We concur with this request. Quarterly <br /> reporting may replace the previous bimonthly reports. <br /> Tentative waste discharge requirements for closure of the evaporation ponds <br /> should be available for your review in the near future. The new waste <br /> discharge requirements will describe closure of the ponds and implementation <br /> of post-closure monitoring and ground water remediation. <br /> Please note that SMS Briners must comply with California Code of Regulations, <br /> Title 23, Division 3, Chapter 15. In particular, SMS Briners must comply with <br /> the new Article 5 of Chapter 15. We understand that the State Water Resources <br /> Control Board has already notified SMS Briners of the new Article 5. The most <br /> critical due dates in the new Article 5 are (1) January 1, 1992 due date for <br /> financial assurances, and (2) July 1 1992 due date for a revised monitoring <br /> proposal . <br /> If you have any questions, please call Robert Evans at (916) 361-5737. <br /> WILLIAM 'J.
