BRINERS, INC. g � v <br /> SAN JOAQUIN COUNTY MAY 2 3 1990 <br /> ENVIRONMENTAL HEALTH <br /> The California Regional Water Quality Control Board, Central Va T OWYI ccre- <br /> after Board) , finds that: <br /> 1 . S.M.S. Briners, Inc, discharges 5000 gallons (.22 1/sec) per day of brine <br /> waste from a vegetable brining facility to plastic lined evaporation ponds. <br /> 2. S.M.S. Briners, Inc. is located 10 miles (16 km) east of Stockton at 17750 <br /> E. Highway 4 with surface water drainage to North Littlejohns Creek, which <br /> is a tributary to the San Joaquin River. <br /> 3. The beneficial uses of North Littlejohns Creek and downstream waters are: <br /> agricultural supply; recreation; esthetic enjoyment; and preservation and <br /> enhancement of fish, wildlife, and other aquatic resources. <br /> 4. The beneficial uses of the groundwater are: irrigation and domestic water <br /> supply. <br /> 5. The Board, on 25 July 1975, adopted a ',Dater Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin containing water quality objectives for <br /> the Basin. <br /> 6. This existing facility is exempt from the provisions of the California Envir- <br /> onmental Quality Act in accordance with Section 2714 (a) of Title 23, <br /> California Administrative Code. <br /> 7. The Board has notified the discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this discharge and <br /> has provided them with an opportunity for a public hearing and an opportunity <br /> to submit their written views and recommendations. <br /> 8. The Board in a public meeting heard and considered all comments pertaining to <br /> the discharge. <br /> IT IS HEREBY ORDERED, that S.M.S. Briners, Inc. shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1 . The direct or indirect discharge of wastes to surface waters or surface <br /> water drainage courses is prohibited. <br /> 2. Bypass or overflow of untreated or partially treated wastes is <br /> prohibited. <br /> 3. The discharge to unlined ponds that permit the percolation of waste <br /> to underlying groundwater is prohibited. <br /> Revised FOM/gs 2/7/79 <br />
