The information contained in the response adequately addresses <br /> the outstanding issues enumerated in the Board's 20 March 1996 meeting with you. <br /> Based on the data and information gathered at the site, staff has determined that the pipeline leak is a <br /> low risk groundwater case. This is due in part to the fact that the extent of soil and groundwater <br /> contamination is well-defined, no separate phase product exists at the site, no water supply wells, deeper <br /> aquifers or surface waters are threatened, and the total pollutant mass in the ground water is decreasing <br /> such that the beneficial uses of the aquifer will likely be restored. Although the study regarding the <br /> presence of dissolved contaminants in groundwater is inconclusive, it is clear that the migration of <br /> contaminated groundwater over the years has been minimal. Based on these factors,no further <br /> investigation, remedial or removal action, or monitoring is required at this time. <br /> Nothing in this determination shall constitute or be construed as a satisfaction or release from liability <br /> for any conditions or claims arising as a result of past, current or future operations at this location. <br /> Nothing in this determination is intended or shall be construed to limit or preclude the Board or any <br /> other agency from taking any further enforcement actions.
