SOIL MANAGEMENT PLAN GEOMATRIX <br /> SAN JOAQUIN COUNTY APN NOs.: <br /> 238-02-13 <br /> 238-02-14 <br /> 238-02-10 <br /> (DIVIDEND PROPERTY) <br /> Tracy, California <br /> INTRODUCTION <br /> Geomatrix Consultants, Inc. (Geomatrix), has prepared this soil management plan on behalf of <br /> Chevron Pipe Line Company (Chevron) and Texaco Trading and Transportation, Inc. (Texaco), <br /> to address soil handling issues that may arise during development of the subject properties, <br /> hereinafter referred to as the Dividend property in Tracy,California(Figure 1). Geomatrix <br /> understands that activities associated with the development of the subject properties will include <br /> construction of residential homes, grading, paving, and installation of subsurface utilities. <br /> During these activities, soil affected by degraded crude oil or Bunker C oil that may have been <br /> released from former crude oil pipelines may be encountered along the southern edge of the <br /> property that fronts West Byron Road. This oil-affected soil has been determined by the <br /> regulatory agencies not to pose a risk to human health or to the environment, as discussed below. <br /> This document is intended to be used as a tool for the parties involved when and if soil affected <br /> by g the degraded crude/Bunker C oil is encountered or excavated during the site development, <br /> improvement, or maintenance activities. The parties involved include, but are not limited to, <br /> Chevron,Texaco,the developer,the construction contractor,the San Joaquin County Public <br /> Health Services, Environmental Health Division (PHS-EHD), the Regional Water Quality <br /> Control Board (RWQCB),the State of California Department of Toxic Substances Control <br /> (DISC), and the City of Tracy. It is recommended that the presence of the affected soil and this <br /> management plan be referenced by the City of Tracy (either building or public works <br /> departments) and the PHS-EHD when approving permits for construction or excavations. <br /> i <br /> C2677WILPLAN.DOC I <br />
