N.11 N%W <br /> GEOMATRIX <br /> Ir <br /> SOIL MANAGEMENT PLAN <br /> SAN JOAQUIN COUNTY APN No. 209-270-26 <br /> L- (Dobler Property) <br /> Tracy, California <br /> INTRODUCTION <br /> Geomatrix Consultants, Inc. (Geomatrix),has prepared this soil management plan on behalf of <br /> Chevron Environmental Management Company(Chevron) to address issues associated with <br /> residual crude oil and Bunker C oil in soil that may be encountered during development <br /> improvement or maintenance activities at the subject property,hereinafter referred to as the <br /> Lo Dobler property, in Tracy, California(Figure 1). Future development activities at the Dobler <br /> property might include construction of commercial/residential facilities, grading, paving, <br /> installation of subsurface utilities, and improvements such as landscaping. During these or any <br /> other unforeseen activities, soil affected by degraded crude oil and Bunker C oil may be <br /> encountered at approximately 8.5 to 9.5 feet below ground surface (bgs) along the southern <br /> edge of the property that fronts Byron Road. Based on a comparison of the site-generated data <br /> to U.S. Environmental Protection Agency(U.S. EPA) Region IX's Preliminary Remediation <br /> LW Goals (PRGs), soil affected by degraded crude oil and Bunker C oil at the site does not pose an <br /> unacceptable risk to human health or to the environment. The site investigation and human., health risk evaluation were reviewed and approved by the San Joaquin County Public Health <br /> Services - Environmental Health Department(PHS-EHD). This document is intended as a <br /> guideline for the handling, reuse, and disposal of soil affected by the degraded crude oil/Bunker <br /> C oil that may be encountered or excavated during site development, improvement, or <br /> maintenance. If oil-affected soil is encountered, Chevron should be contacted as soon as <br /> L. <br /> practicable to provide consultation regarding the final disposition or reuse of the soil. Options <br /> for the reuse of oil-affected soil are outlined later in this document. This document is intended <br /> for distribution to Chevron, the developer, the construction contractor, and PHS-EHD. <br /> BACKGROUND <br /> The area of the Dobler property addressed by this plan(the "project area") is adjacent to the <br /> Union Pacific Railroad Company(UPRC)right-of-way (ROW), which runs along the north <br /> side of Byron Road.
