Grant Line Road
Tracy, California 95376
Dear Michael:
Enclosed please find a completed Master File Record Information form (i.e., Green,Form) and a
check for $234.00 to open an account with the San Joaquin County Public Health Services—
Environmental Health Division (PHS-EHD) for the subject property. The purpose of opening an
account with PHS-EHD-is that Chevron Pipe Line Company (CPL) proposes.to advance one.soil
boring, B-1, in the approximate location shown on the attached Figure 1 to ascertain if CPL's
historical pipeline operations in the area have adversely impacted site soil and groundwater in the
subsurface at the location of the proposed boring.
If no evidence of petroleum impacted soil is observed in the soil core collected from the boring,
one soil sample will be collected at a depth of approximately;5 feet below ground surface, and no
grab.groundwater sample will be collected. The'soil sarnple will be analyzed for benzene,
toluene, ethylbenzene, and total-xylenes (BTEX) using U.S. Environmental Protection Agency
(EPA) Method 8020, polyaromatic hydrocarbons (PAHs) using EPA Method 8270 SIM, and .
total petroleum hydrocarbons(TPH) using EPA Method 8015M quantified against a crude oil
standard (Cs to C36 carbon range).
If petroleum.impacted soil is observed, then CPL proposes to implement the Technical Approach
to Site Evaluation and Decision-Making, Old Valley Pipeline Sites—Central Valley (March 20,
1997; "Consistent Approach"). .The number of soil borings required to define the vertical and
lateral extent of the affected soil-will be agreed to between CPL and PHS-EHD's representatives
in the field; at least three additional borings will likely be required. Similarly, the location and
number of groundwater samples to-be collected to ascertain impact to groundwater will be
agreed to between CPL and PHS-EHD representatives in the field. The soil and groundwater
samples will be analyzed for the following constituents as described.below.
Rcgc€ a J
R 2alew -
