IN REPLY REFER TO SITE CODE: 2441
Tracy, CA 95376
San Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) has completed review of the Work Plan for
Remediation Excavation prepared by Brunsing Associates dated
October 24, 1991. PHS/EHD comments follow.
PHS/EHD does not agree with the proposed cleanup level, 20 ppm TPH-
diesel. Due to the shallowness of groundwater at the site, PHS/EHD
cannot approve the proposed cleanup level. Residual contamination,
remaining at the conclusion of the re-excavation attempt, will
require additonal remediation.
Initiate quarterly monitoring of MW-1, P-1, and P-2. Screening of
groundwater quality at the time of tank removal, January 16, 1991,
indicated contamination: 35 ppb benzene, 175 ppb toluene, 1500 ppb
ethylbenzene, 1100 ppb xylene and 85 ppm TPH-diesel. Table 1 of
the excavation work plan inaccurately reported the results of the
January 16, 1990 groundwater screening. It may be necessary to
drill an additonal well in the tank pit/excavation area, to show
that groundwater has not been impacted.
Reports, work plans and letters are to be submitted to both PHS/EHD
and the Central Valley Regional Water Quality Control Board
(CVRWQCB) until the investigation and cleanup is adequate for
closure. This will facilitate concurrent and expeditious
evaluation by both agencies.
PHS/EHD agrees with the re-excavation proposal and recommends that
the site be granted a grading permit from the City of Tracy.
A Division of San Joaquin County Heahh Clare Ser ices !
