Grantline Rd. <br /> Tracy, CA 95376 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has <br /> reviewed your letter dated May 27, 1997, which included your interpretation of the environmental <br /> fate of the remaining contamination. Please be informed that you as the responsible party without <br /> registration or license by the State of California, cannot make the determination that"the limited <br /> volume of remaining hydrocarbons in the soil at this site does not pose a threat to groundwater <br /> quality, now or in the future". <br /> In a letter dated May 7, 1996 PHS/EHD informed you that at least one additional groundwater <br /> monitoring and sampling event should be scheduled to confirm the results reported previously and' <br /> that if no groundwater contamination was evidenced, a closure summary report should be <br /> submitted with the rational for no further action at the site. This report would have been prepared <br /> by an environmental consulting company and signed by a State of California properly licensed <br /> individual who would take responsibility for the technical contents of the report. <br /> In a telephone conversation on January 13, 1997 PMS/EHD informed you that if groundwater <br /> samples were collected from the monitoring wells under PHS/EHD inspection, the proper <br /> laboratory analyses were performed,and the original laboratory results were submitted to <br /> PHS/EHD,that the site would be evaluated for closure without the preparation of a closure report. <br /> The groundwater samples were collected from the monitoring wells on March 25, 1997, under <br /> PHS/EHD inspection. The original laboratory results have not been submitted to PHS/EHD to <br /> date.
