Oliphant
P t
Chevron Environmental Management Company
P. 0. Box 6012
San Ramon, CA 94583
REVIEW - SOIL REMEDIAL ACTION PLAN, FORMER TRACY PUMP STATION, WEST
GRANT LINE ROAD, TRACY, SAN JOAQUIN COUNTY
' Chevron Environmental Management Company (Chevron) submitted the referenced Remedial
Action Plan (RAP) dated 22 June 2011 for the f=ormer Tracy Pump Station property (Site).
The Site is located at 14821 West Grant Line Road northwest of the intersection of Byron
Road and West Grant Line Road, in a rural area northwest of Tracy, central-western San
Joaquin County. The soil remediation plan was prepared by Science Applications
' International Corporation -- Benham Companies, LLC (SAIC).
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff
reviewed the referenced report in conjunction with related Site investigation reports in our
project files. Site characterizations have been conducted since approximately 2002. The
extent of crude oil affected soil and groundwater was defined and described in a previous
' investigation report. A previous soil investigation included a boring drilled within/near a former
pond containment area to obtain samples for analysis. According to the laboratory results,
elevated concentrations of polynuclear aromatic Hydrocarbon (PAN) compounds were
' detected at concentrations that exceed environmental screening levels.
Chevron subsequently determined that additional investigation was warranted to define the
extent of PAHs near the former boring. It was also decided to conduct limited excavation
near the boring to remove the shallow soil containing the elevated PAHs. Removal of the
affected soil would result in more conservative land use conditions and be more protective of
' human health at the Site.
The excavation confirmation sample results will be used as part of a future health risk
' screening evaluation for the Site. A soil delineation and profiling workplan was approved by
Central Valley Water Board staff in February 2011. To minimize disturbance of the Site
businesses and to determine the approximate dimensions for excavation, SAIC completed
pre-excavation borings to obtain soil samples for PAH analysis.
' California Environmental Protection Agency
' Q,Recycled Paper
