PUBtC
HEALTH SEVICES
SAN JOAQUIN COUNTY
JOGI KHANNA M.D.,M.P.H. y,
Health Officer
P.O. BOX 49027
SAN JOSE CA 95161-9027
RE: OSH SITE CODE: 2287
8715 W. GRANTLINE ROAD; TRACY
The recent report submitted by Clayton Environmental, Inc. for Orchard Supply
Hardware recommends additional soil borings be drilled in and around the recently
replaced Monitoring Well 3B. The soil contamination documented during the
drilling of the monitoring well 3B at depths of 4 feet and 9 feet indicated the
presence of heavy petroleum products, oil and grease. The water sampling
collected from the monitoring well 3B did not detect contaminates exceeding MCL's
(maximum contaminate levels) .
We agree that additional soil borings would benefit the overall site' s definition
and help to determine the need for additional soil removal or whether long-term
groundwater monitoring would best suit this site.
In a telephone conversation between Clayton Environmental, Inc. and a member of
my staff, various laboratory analyses were discussed which may provide for better
determination of the oil and grease (i.e. , 418.1 or 5520, formerly known as 503) .
The selection of the analysis should be one that would provide solubility
results (Waste Extraction Test, Title 22) rather than analyses which vary in
detection limits and also vary in quantitative results (both methods for oil and
grease have interferences which may mask the presence of volatile
constituents) .
In addition, the check #53791 issued 12/10/90 for the septic and well destruction
for the neighboring parcel, address 8885 W. Grantline Road, will be returned to
Clayton Environmental, Inc. The amount of check #53791 exceeded the amount due.
Clayton Environmental will arrange for a new check in the amount of $134.00
($74.00 + $60.00) and return it to Public Health Services, Environmental Health
Division (PHS/EHD) so that the permit activity may take place.
Permit applications will be mailed to Clayton Environmental, Inc. , so that
details of the proposed soil boring drilling can be returned to PHS-EHD for
review prior to commencement of the field activity. Work plan specifics and the
health and safety plan may be referred to in previously submitted work plan
documents.
if you have any questions, contact Diane Hinson, Supervising REHS, of my staff
at (209) 468--3452.
Jogi Khan , M.D. , M.P.H.
Health f icer
a ie A.
