f <br /> L Remedial Action Plan Addendum January 14, 1993 <br /> Southland Store No. 20304, 455 Grant Line Rd., Tracy, CA ii <br /> EXECUTIVE SUMMARY <br /> This Remedial Action Plan has been prepared as an addendum to the Soil and Groundwater <br /> Remedial Plan, prepared by Harding Lawson Associates (HLA), dated January 30, 1992. HLA <br /> proposed using soil vapor extraction to remove hydrocarbons from impacted soil and groundwater. G <br /> Evaluation of the available subsurface data presented by HLA Indicated that alternative methods for r <br /> remediation may be more successful; therefore, this Addendum has been prepared. <br /> Groundwater Technology proposes to remediate the site in two phases. Phase I will consist of <br /> gaining hydraulic control (containment) at the site through groundwater extraction and treatment. <br /> Phase Il will consist of remediating impacted soils using an appropriate remedial alternative, which <br /> will be determined after hydraulic control has been obtained. <br /> } <br /> Phase I <br /> i <br /> Phase I consists of gaining hydraulic control at the site by installing one groundwater extraction well <br /> (Figure 5) and treating the extracted groundwater with liquid-phase carbon before discharge. <br /> {: Initially, treated groundwater will be discharged to the storm drain. The Regional Water Quality <br /> Control Board--Central Valley Region prefers reinjection rather than surface water discharge. <br /> I' Therefore, reinjection testing is planned after aquifer characteristic data have been obtained to <br /> evaluate the viability of reinjecting treated groundwater. Also, a soil vapor extraction test may be <br /> conducted during Phase I to determine if soil vapor extraction is a viable remedial alternative for <br /> treating source soils. <br /> f. <br /> i <br /> Phase II i <br /> Based on the data collected from the aquifer drawdown and reinjection and soil vapor extraction <br /> tests performed in Phase 1, two remedial enhancement options (soil vapor extraction and soll <br /> flushing) will be evaluated for source elimination.
