PROJECT BACKGROUND
f
November 1987: An underground tank leaked and Southland Corporation retained Harding
Lawson Associates (HLA) to perform a soil and ground water investigation As part of the
investigation, HLA installed 15 monitoring wells on and immediately adjacent to the site to
assess soil and ground water conditions Sample analysis detected petroleum hydrocarbons
in the soil and ground water underlying the site.
January 1989: A Problem Assessment Report (PAR) was submitted January 10, 1989, to
the Regional Water Quality Control Board, Central Valley Region (RWQCB) and the San
Joaquin County Department of Public Health Services (SJCDPHS). The PAR reported the
results of the multi-phased investigation performed by others and included results of a
feasibility study and recommendations for remediation.
March 1989: The USTs and fuel dispensing facilities were removed from the site. During
these activities, MW-A and MW-7 (formerly MW-B),near the tank backfill, were destroyed
The remaining 14 monitoring wells were left intact.
1
June 1991: Periodic quarterly fluid-level monitoring and sampling events began and have
continued.
i
January 1992: An updated remedial plan for treating ground water and vadose soils on the
3 site titled, "Soil and Groundwater Remedial Plan"was submitted to the SJCDPHS by others
as required January 30, 1992.
June 1992 to the present: Southland Corporation retained Alton Geoscience to conduct
quarterly fluid-level monitoring and ground water sampling on 14 monitoring wells. The
second quarter fluid-level monitoring and sampling event occurred June 19, 1992.
f
