' Harding Lawson Associates
After receipt of an Authority to Construct permit from
the SJVUAPCD, we expect that installation of the soil-gas
treatment package will take one to three weeks. After the VES is
installed, influent and effluent air samples will be collected to
determine the efficiency of the system and adjust operations as
necessary. The VES system will be monitored according to the
schedule determined by the SJVUAPCD. Samples will be collected
' in Tedlar bags or carbon tubes and transported to the laboratory
under chain-of-custody protocol; concentrations will also be
periodically measured in the field using an organic vapor
analyzer. This remediation scheme will be evaluated as treatment
continues and approximate modification made.
B. Schedule
We anticipate that the proposed soil and groundwater
remediation system will be operational within three months after
rreceipt of an Authority to Construct permit from the SJVUAPCD.
' We expect that the permit will require two to three months for
processing. After operation commences, the progress of the
' system and the quality groundwater monitoring will be completed.
If groundwater quality continues to improve then no additional
systems will be proposed for groundwater treatment.
If groundwater conditions show no improvement, then
' permitting and installation of a groundwater treatment system
will being. A groundwater remediation system could be
operational within four months after a NPDES permit to discharge
' 29
