Soil Excavation and Second Quarter Post-Treatment Monitoring and Sampling Report 3
46 The Southland Corporation,Store#20344,455 Grant ine Road,Tracy,CA ._ _June 9,1998
13 Permitting/Srte-Specrfic Health And Safety Plan
Fluor Daniel GTI conducted a technical review of all relevant information provided before proceeding with
site assessment work Permits for the destruction three groundwater monitoring wells(MW-8,MW-9,MW-
10) and one groundwater extraction well (GWE-3)and installation of the one groundwater monitoring well
(MW-16)were obtained from the SJCPHS (Appendix A) Following a complete review of site conditions,
Fluor Daniel GTI revised the existing site-specific Heafth and Safety Plan to include any new safety
concerns as required by the Occupational Safety and Health Administration (OSHA) Standard"Hazardous
Waste Operations and Emergency Response"guidelines(29 CFR 1910 120) The document was
reviewed and signed by all Fluor Daniel GTI personnel and subcontractors prior to commencement of work
at the site
i
2 0 WELL DESTRUCTION
On April 27, 1998, Fluor Daniel GTI personnel supervised the destruction of three groundwater monitoring
wells(MW-8,MW-9, MW-10)and one groundwater extraction well (GWE-3) The wells were destroyed to
allow for the proposed soil excavation Prior to well destruction, each well was gauged for total depth and
cleared of any obstructions Field notes are included as Appendix B
. The four wells were destroyed by pressure grouting The well casings were grouted with Portland cement
using a 1-inch diameter tremie pipe Fallowing placement of the grout inside the well casing, approximately
30 psi of air pressure was applied to the top of each casing using and air compressor
During the excavation, the approximately top 9 feet(total depth of excavation) of each well casing along
with the well traffic box and/or vault and associated concrete were removed with a backhoe bucket
In addition, all horizontal piping extending from the monitoring wells and groundwater extraction wells to the
former treatment system compound were grouted with Portland cement All piping within the area of the
excavation was removed All well vaults, with the exception of GWE-2, were removed with a backhoe
bucket The four-inch diameter effluent discharge line extending from the treatment system compound to
the storm drain was capped at the eastern edge of the excavation near the concrete walkway in front of the
store building
3 0 SOIL EXCAVATION
On April 28, 29, and 30, 1998,Fluor Daniel GTI personnel supervised the excavation of hydrocarbon-
containing sod northeast of the former UST pit and beneath the former fuel dispenser island to a depth of 8
to 9 fest BGS (Figure 2) A total of approximately 270 cubic yards or 345 tons of sod was excavated from
the two excavations Soil was loaded directly onto trucks and transported to TPS Technologies in
• Richmond, CA for proper treatment and disposal Soil transportation manifests are included in Appendix C
FLUOR DANIEL GTI
2o3o"r.rpt 15_
