T <br /> FLUOR ®ANuIEL-wA ���z ��, If EA0f1 <br /> FF t <br /> January 26, 1998 <br /> Mr Bob DeNinno <br /> The Southland Corporation <br /> 19033 West Valley Highway, D-104 <br /> Kent,WA 98032 <br /> Subject Remedial Action Plan for Soil Excavation <br /> Southland Store No 20304 <br /> 455 Grant Line Road <br /> Tracy, California <br /> Fluor Daniel GTI Project 02070 0456 <br /> Dear Mr DeNinno <br /> Fluor Daniel GTI, Inc submits this letter as a remedial action plan for proposed soil excavation at the <br /> subject site (Figures i and 2,Attachment 1) The work scope includes excavation and removal of <br /> approximately 300 cubic yards of sod impacted with petroleum hydrocarbons,sod sampling to verify <br /> hydrocarbon source removal, and preparation of a report summarizing the work conducted All sod <br /> samples collected during excavation will be conducted in the presence of a San Joaquin County Public <br /> Health Services(SJCPHS) representative and in accordance with the California Regional Water Quality <br /> Control Board-Central Valley Region (CRWQCB-CVR)guidelines <br /> The purpose of the work is to remove the primary hydrocarbon source at the site Other remediation <br /> methods proposed to the SJCPHS have not been approved Limited excavation is proposed as a cost- <br /> effective, rapidly-achieved alternative to in-situ treatment <br /> Based on the summary of sod and groundwater assessment data,elevated concentrations of petroleum <br /> hydrocarbons at the site are limited in lateral extent and vertically are expected to extend no more than 10 <br /> feet below ground surface(BGS) Laboratory analytical data for groundwater indicate that the subsurface <br /> hydrocarbons encompass an area from MW-9 to MW-10,to appro)amately 5 feet south of MW-8(Figure <br /> 2) <br /> Background <br /> The site is located at the northwest corner of Grant Line Road and Buthmann Avenue,and is currently in <br /> operation as a7-Eleven convenience store The facility was constructed in October 1978 with <br /> t+� <br /> 0456WKP LTR sOUT1iLAND <br /> 757 Arnold Drive, Suite D / Martinez, CA 94553 USA (510) 370-3990 FAX(510) 370-3991 1 <br />
