Each <br /> of the listed violations is transcribed below in bold, followed by a response describing <br /> corrective actions to restore compliance. <br /> #11, Facility has several large stains on the ground indicating lack of best <br /> management practice, A hydraulic hose was actively leaking at the time of <br /> inspection, Oily liquid in the storage trailer. Pursuant to California Code of <br /> Regulation Section 66265.31, a facility shall be maintaned and operated to minimize <br /> the release of hazardous waste to air, soil or surface water which could threaten <br /> human health or the environment. The active leak was stopped during inspection. <br /> Immediately, have the impacted area clean by trained personnel and dispose the <br /> waste generated according to title 22 hazardous waste regulations. Provide disposal <br /> record to this office by 6/18/10. <br /> Visibly impacted surface soil (staining) observed during the inspection was removed, <br /> properly containerized and disposed by Safety-Kleen; disposal documentation provided <br /> by Safety-Kleen is enclosed. Please see enclosed Photos numbered 5 and 6 which <br /> illustrate removal of visual impact. Facility personnel have also received supplemental <br /> training emphasizing best management work practices to minimize the potential for <br /> spills/releases and procedures for promptly addressing minor spills/releases that may <br /> accidentally occur during normal operations. <br /> #20 and 27. Facility has 3 secondary containment containers that has liquid in it. <br /> Since the secondary containment containers must be dry at all time and is holding <br /> liquid it is used as hazardous waste storage and facility failed to meet the labeling <br /> requirment and the container was not closed.
