Hazardous Waste Progra,n Inspection 3 June 2010 <br /> Kentuckiana Railcar Repair, LLC, Stockton, CA <br /> #23. A 30 gallon yellow metal drum storing used oil filter had no label or date. <br /> Pursuant to CCR section 66266.130(c), Immediately, dispose the used oil filters <br /> according to hazardous waste regulation since in could not be determined how long <br /> it has been storing filters. Provide disposal records to this office by 6/18/10. <br /> The observed 30 gallon metal drum storing oil filters has been disposed by Safety-Kleen; <br /> documentation of disposal is enclosed. In addition, Progress Rail has completed relevant <br /> supplemental training for key employees at the facility. This training covered storage, <br /> labeling/dating, and disposal of wastes. A list of employees who received this training is <br /> enclosed. <br /> #45 and 47. Facility's emergency coordinator retired 2 years ago and the <br /> contingency plan wan not updated and an emergency coordinator was not <br /> appointed. Immediately, appoint an emergency coordinator and update (tic <br /> contingency plan to reflect the changes. Provide proof of corrective action to the <br /> office by 6/18/10. <br /> A copy of the updated Environmental Management Plan contact page identifying Deepak <br /> Bhardwaj as the Emergency Coordinator and Amador Martinez as the Alternate <br /> Emergency Coordinator is enclosed. It should be noted that facility contacts were updated <br /> in the county Hazardous Materials Management Program more than a year ago; <br /> apparently, appropriate changes were inadvertently not also included in the contingency <br /> plan. <br /> Progress Rail Services believes the corrective actions described above have restored <br /> compliance, and a completed Return to Compliance Certification form is enclosed.
