i
From: Granborg,Jennifer
Sent: Monday,April 03, 2017 5:08 PM
To: 'm kith @sjcehd.com'<mkith @slcehd.com>
Subject: FW: Well Destruction Permits (Site and Right of Way) -351515 4707 Pacific Avenue, Stockton -Additional items
requested by County
Closure Letter and Case Summary.
From: Granborg,Jennifer
Sent: Monday, April 03, 2017 4:57 PM
To: 'mkith @sjcehd.com'<mkith @sicehd.com>
Cc: Rogers,Tamera <Tamera.Rogers@arcadis.com>; Brandt, Katherine <Katherine.Bra ndt@arcadis.com>
Subject: Well Destruction Permits (Site and Right of Way) - 351515 4707 Pacific Avenue, Stockton -Additional items
requested by County
Hi Michael,
Thank you for your return call today. The previous consultant (Stantec) had obtained well destruction permits from the
County for this work/site under different destruction methods. Hopefully, the previous review can be referenced to
expedite permitting the destruction of the wells that remain.
During the call you had asked for several additional items to complete the permit package Arcadis submitted.
JUSTIFICATION FOR PRESSURE GROUTING:The blast perforation destruction method was previously approved by the
County, but Target as owner did not approve the use of blast perforation on their property. Over-drilling a 3/" well
doesn't work (and was discussed via phone conversation with Nuel Henderson) as a stinger can't be used in a well that
small in diameter making it difficult to ensure that the auger follows the well. The work plan addendum you have
addresses the technical justifications for pressure grouting the wells, and Nuel gave conditional approval in the attached
email correspondence with Tamera Rogers of Arcadis. Katherine Brandt, our Professional Geologist, can confirm if
needed.
SERVICE REQUEST FORMS (2):
1 have attached a Service Request Form for the Target site and another for the right of way. Within the form for the
Right of Way, please see the City of Stockton encroachment permit No. 17-0479 for the destruction of well MW-15 in
the right of way .
CLOSURE LETTER:
Please see the April 19, 2013 letter attached from the San Joaquin County EHD indicating their agency has determined
the site investigation and remedial action for this site has been completed. The April 27, 2012 Case Closure Summary is
also attached.
WORK PLAN:
You have the September 2016 work plan addendum, but also requested the work plan. I have attached two Stantec
documents, a workplan and another addendum.
Since these well destructions were already approved by the County in the past, but not completed, I hope that reviews
for those permits will lessen the workload associated with the permit application for the remaining wells, and that the
attached documents will complete the application package to your satisfaction.
Thank you for your assistance.
8
