However, the construction was not a Regulated Activity as defined by the Operations and <br /> Maintenance Plan. The work was limited to shallow irrigation and landscaping that did not <br /> disturb soil beneath the orange fabric that marks the upper limit of the Dieldrin internment cell. <br /> The Mountain House Developers LLC Construction Manager with knowledge of the internment <br /> cell and the Site Operations and Maintenance Plan was onsite to ensure the soil below the orange <br /> fabric was not disturbed by the landscape contractor, who was made aware of the internment <br /> cell. <br /> Question 14: Is there evidence of Excavation? [If excavation was noted in the vicinity of the <br /> Remediation System, explain in detail on attached pages the purposes of the <br /> excavation, when it was performed, and who at the Department approved the <br /> Soil Management Plan.] <br /> Answer: Yes. <br /> Explanation: As noted above for Question 5, there has been construction, including excavation, <br /> in the vicinity of the remediation system in the last year. However, the excavation was not a <br /> Regulated Activity as defined by the Operations and Maintenance Plan. All work was limited to <br /> shallow irrigation and landscaping installation that did not disturb soil beneath the orange fabric <br /> that marks the upper limit of the Dieldrin internment cell. As the Remediation system was not <br /> disturbed, and Soil Management Plan for the work was not required. The landscape work was <br /> conducted between January and March, 2018. <br />
