Operations and Maintenance Plan <br /> Neighborhood C,Great Valley Parkway <br /> Mountain House,San Joaquin County,California <br /> Page 9-1 <br /> 9.0 SOIL MANAGEMENT PLAN <br /> 9.1 PURPOSE OF SOIL MANAGEMENT PLAN <br /> This soil management plan (SMP) is to be adhered to for any excavation activities (Section 9.3.1) that <br /> will disturb dieldrin-containing soil beneath the orange marker fabric. <br /> Notification and reporting requirements for construction and maintenance activities that necessitate the <br /> disturbance of impacted soil at the Site are contained in the following section. Subsequent sections <br /> describe excavation, testing, and stockpiling procedures to be followed; personnel responsible for <br /> management and oversight; health and safety monitoring procedures; and soil management, <br /> transportation, and disposal of contaminated soil. Personnel involved in construction, maintenance, <br /> excavation activities, and management of Great Valley Parkway should be familiar with this SMP. <br /> 9.2 DTSC NOTIFICATION REQUIREMENTS <br /> If soil excavation activities are planned that meet the specifications outlined in Section 9.3,DTSC will be <br /> notified of the proposed activities no later than 30-days prior to the anticipated construction date. <br /> Notification will be in writing and shall specify the type of construction activity, identify the estimated <br /> volume of soil to be excavated, specify the anticipated destination of the excavated soil, outline any <br /> additions to or deviations from this SMP, and will be considered to be constructively given no later than <br /> 3-days after posting to the US Postal System. Written notification will be addressed to the Chief of the <br /> Northern California-Central Cleanup Operations Branch, Department of Toxic Substances Control. <br /> If emergency soil excavation is required, DTSC will be notified of the requirement for the emergency soil <br /> excavation requirement as soon as practicable, but in no case less than 6-hours after it is determined that <br /> emergency soil removal activities are necessary.Notification for emergency soil removal activities will be <br /> to the Chief of the Northern California-Central Cleanup Operations Branch, Department of Toxic <br /> Substances Control or the emergency response duty officer after normal business hours. The contact <br /> information for Key Project Contacts is included in Appendix B. <br /> 9.3 APPLICATION OF SOIL MANAGEMENT PLAN <br /> 9.3.1 Regulated Activities <br /> This SMP shall be adhered to for any soil disturbance below the orange marker fabric of the <br /> encapsulation area. <br /> 9.3.2 Construction and Maintenance Activity Clearance Requirements <br /> The MHCSD Director of Public Works (Director) is responsible for approving all maintenance and <br /> construction activities at the Site. The Director will review all construction and maintenance activities for <br /> potential applicability of this plan. The duties of the Director include the notification and coordination <br /> with regulatory agencies including but not limited to the DTSC, county health, and county planning <br /> department. They will directly oversee of applicable excavation activities, sampling and management of <br /> soil stockpiles, compilation of field notes of the excavation activities, photographing the excavation and <br /> sampling activities, and compilation of the excavation activity report. <br /> The Director will be notified prior to in-field changes to work plans/construction specifications that may <br /> affect the management of Site soils. They will be will be familiar with the exact location of the <br /> encapsulation area, including depth of burial; and be trained to identify the high visibility fabric that <br /> delineates the encapsulation area. The Director will develop procedures for the excavation activities that <br /> are consistent with this SMP. <br />
