required on this portion of the Great Valley Parkway Roadway as part of the Site <br /> remediation. <br /> The RAW documents surface soil excavation of approximately 40.6 acres to a depth of <br /> 0.5 feet below ground surface. The total in-place volume of soil removed was <br /> approximately 70,000 in-place cubic yards. Excavated soil was encapsulated beneath <br /> a portion of the Great Valley Parkway along the western boundary of the Site in areas <br /> without planned subsurface utilities. The area with the encapsulated soil is subject to <br /> the land use covenant. <br /> Following implementation of the RAW, Shea Homes submitted the confirmation <br /> sampling data from the excavation work which demonstrated that the remedial action <br /> goal for an unrestricted land use was achieved on the remainder of the property. On <br /> December 20, 2016, DTSC approved the Removal Action Completion Report. <br /> On June 5, 2007, DTSC and the Shea Homes signed a VCA authorizing DTSC's <br /> review/approval of the Land Use Covenant (LUC), Operation & Maintenance Plan that <br /> required a Soil Management Plan, (O&M) Agreement, Financial Assurance Mechanism, <br /> and issuance of the Site Certification Report. The initial VCA was followed by an <br /> Amendment to the VCA in October 2013 that outlined characterization and remediation <br /> activities which would provide for DTSC oversight through certification of the Site. <br /> 6.
