A sensitive receptor
survey had been previously completed and submitted.
On August 19, 2009 the EHD discussed the Report with the Central Valley Regional Water
Quality Control Board (CVRWQCB). The CVRWQCB does not agree that this site is ready
for closure due to the undefined contamination reported in both the soil and groundwater in
MW-10. Shell must either prove the contamination in MW-10 is separate from the Shell
plume, or define the extent of the contamination and use a fate and transport model such as
Bioscreen, a freeware USEPA model, to show when all areas of the plume of contaminated
groundwater will meet the CVRWQCB Water Quality Goals.
If you have any questions please contact Lori Duncan at (209) 468-0337 or by email at
Iduncan@sjcehd.com.
Sincerely,
ZaLori Duncan, Senior REHS Mre Lagorio, RE S
Senior Registered Environmental Health Specialist Program Coordinator
c: James Barton, CVRWQCB, 11020 Sun Center Drive #200, Rancho Cordova CA 95670
Aubrey Cool, CRA, 5900 Hollis Street Suite A, Emeryville, CA 94608
