1.0 INTRODUCTION
I
Conestoga-Rovers & Associates (CRA) prepared this work plan on behalf'of Equilon
Enterprises dba Shell Oil Company US (Shell) for proper destruction of the monitoring
wells at the Shell-branded service .station located at 2375 West Grant'Line Road, in
Tracy, California (Figures 1 and 2). This work plan was requested in the San Joaquin
County Environmental Health Department (EHD) letter dated September 16, 2010. The
proposed scope of work is written to comply with San Joaquin County guidelines.
The site is located on the northwest corner of the intersection of West Grant Line Road
and Joe Pombo Parkway, in Tracy. The station layout includes a station building, a fuel
underground storage tank (UST) complex, and three dispenser islands. There are 9
groundwater monitoring wells associated with this site. Six of the wells are located
onsite and 3 of the wells are located offsite.
2.0 WORK PLAN
2.1 PERMITS
CRA will obtain welldestruction permits from the EHD.
2.2 HEALTH AND SAFETY PLAN (HASP)
CRA will prepare a HASP to protect site workers. The.plan will-be kept on site during
field activities and will be reviewed and signed by each site worker.
2.3 UTILITY CLEARANCE
CRA will mark the proposed drilling locations, and the locations will be cleared through
Underground Service Alert and a private utility locating service prior to performing
well destruction activities.
2.4 MONITORING WELL DESTRUCTION
Nine groundwater monitoring wells exist.at the site and need to be properly destroyed.
CRA plans to destroy each well by backfilling with grout per EHD well standards. The
vault box for each well will be removed, and a hole 1 foot larger in diameter than the
241661(9) l CONESTOGA-ROVERS&ASSOCIATES
