PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY r.
JOG[KHANNA M.D.,M.P H.
Health Officer
P.O. Grant Line Road
Tracy, CA.
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has
received a copy of the Letter of Commitment from the State Water Resources Control
Board (SWRCB) Underground Storage Tank Cleanup Fund Program dated October 25,
1993 for reimbursement of corrective action costs for the above referenced site.
PHS/EHD has reviewed our underground storage tank (UST) file for this site. On June 30,
1993 three UST's were removed, odor and discoloration of the soil around the UST's were
observed by PHS/EHD staff. A July 1993 report prepared by Advance Soil Technology, Inc.
contained results of the soil samples obtained at the time of the UST removals which
confirmed total petroleum hydrocarbon contamination at the site.
PHS/EHD notified you in a letter dated July 27, 1993 that further investigation to determine
the full extent of the soil and/or groundwater problem would be needed. A work plan for
further investigation has not been received by this office to date.
Compliance with corrective action orders and directives is a requirement for reimbursement
of cleanup costs from the Cleanup Fund.
In order to be in compliance with this directive you must submit a work plan to investigate
the extent of the soil and groundwater contamination by January 1, 1994. The work plan
must include the installation of a minimum of three groundwater monitoring wells. The
report of this work must be signed by a California Registered Geologist, Certified
Engineering Geologist or Registered Engineer. A list of consultants that have worked in this
county is enclosed.
A DMsion of San Joaquin County Health Cie Semmes
