PUBLIC hilJALTHSERVI(*,-..#ES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weiser Avenue, Third Floor • Stockton, CA 95202 6.1i
209/468-3420
JOE TOSTE FEB 0 9 1998
TOSTE FARMS
2480 TOSTE ROAD
TRACY CA 95376
Re: Grant Line Gas and Food Site Code: 1580
2420 Grant Line Road
Tracy CA 95376
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has completed review
of the Advanced GeoEnvironmental "Quarterly Report - October 1997" dated November 25, 1997 and
received by PHS/EHD on December 1, 1997. PHS/EHD has prepared the following comments for your
consideration and action.
The report included the results of the October 29, 1997 groundwater monitoring and sampling event.
Significant groundwater contamination continues to be evidenced and which remains undefined.
Additionally the concentrations in monitoring well, MWl, suggest a continuing source of contamination to
groundwater either in the vicinity of the currently operating tanks or where remaining soil contamination
exists. The analysis of the groundwater sample collected from MWi evidenced Methyl Tertiary Butyl Ether
(MTBE)concentrations of 530 ppb using EPA Method 8020. The groundwater samples also underwent EPA
Method 8260 (GC-MS) and 680 ppb MTBE (MW1)was evidenced along with detections of 1,2,4-
Trimethyl benzene (MW2), Chlorobenzene (MW4), and 1,4-Dichlorobenzene (MW4).
The report included recommendations to install an additional monitoring well, perform feasibility analysis
and to continue quarterly monitoring and sampling. in correspondence dated June 18, 1997, PHS/EHD
approved the work plan that was submitted and dated June 10, 1997, with some modifications. PHS/EHD
requested that a City of Tracy Encroachment Permit be obtained so that PHS/EHD could issue the permit to
perform the approved work. PHS/EHD has not received any indication that efforts have been initiated to
secure the encroachment permit. PHS/EHD under separate cover has returned the Advanced
GeoEnvironmental check#10135 dated June 5, 1997, pursuant to PHS/EHD's check holding policy.
Please provide evidence that efforts are underway to secure the necessary permits to perform the
approved field activities.
Once permits have been issued, you may proceed with scheduling field activities.
If you have any questions, please contact Mary Meays at (209)468-0337.
Donna Heran, REHS, Director
Environmental Health Division
At&-%a
Mary Meays, Senior REHS Margare Lagorio, REHS
Site Mitigation Unit Supervisor
cc: Pat Anderson, Central Valley Regional Water Quality Control Board
CC UST Cleanup Fund, State Water Resources Control Board
cc: Bob Marty, Advanced GeoEnvironmental
A Division of San Joaquin County Health Care Services
