PHSIEHD has the following comments for your consideration.
The report included the results of the September 12, 1996 groundwater sampling event
which continued to evidence significant groundwater contamination including floating
product in the samples from MW4 and MW5 as reported by the analytical laboratory
handling the samples. Also, significant methyl tertiary butyl ether (MTBE) was detected in
the samples from MW4 of 1,700 ppb. This result of MTBE contamination from MW4
indicates the possibility of a new release, since the previous results of MTBE have been
either below the detection limit of 5 ppb or 6.8 ppb. Selected samples collected during
the fourth quarter 1996 groundwater sampling event should undergo MTBE analysis
utilizing EPA Method 8260 to confirm the detections of MTBE observed utilizing EPA
Method 8020.
Please note that the depth to water measurements recorded on Table I Relative
Groundwater Water Elevations and on Table 2 Analytical Results of Groundwater Sample
for MW2 and MW6 do not correspond with the monitoring well field logs included as
Appendix A of the report. Please provide clarification or corrections within the next
quarterly report submitted.
PHSIEHD stated in correspondence dated September 12, 1996 that Table 2 contained an
error regarding the ethylbenzene result from MW2 and directed that the error be corrected
prior to submittal of the next quarterly report. Please note that this correction was not
made and should be made immediately.
PHSIEHD concurs with the recommendation to install two additional monitoring wells to
the west and east of MW4 and MW5, so that the groundwater plume can be defined, since
both of these wells have repeatedly been reported to have floating product in them. Please
submit a work plan within the next quarterly report to perform the additional soil and
groundwater investigation required. PHSIEHD had previously requested this work plan be
submitted by November 1, 1996.
A Division of San Joaquin County Health Care Services
