CITY: Stockton ZIP CODE: <br /> OWNER/OPERATOR: BNSF Intermodal Facility TELEPHONE: 209-460-6001 <br /> TYPE OF Ill WARNING CENTER RESPONSE E3 OTHER PROGRAM RECORD <br /> INSPECTION: 0 COMPLAINT❑CONSULTATION LlROUTINE ELEMENT: 2546 ID#: CO <br /> NATURE OF WASTE DISCHARGE/SPILL RELEASE: Reportedly, unknown substance with fuel like odor leaked from <br /> a container (APDU535884) located on railroad tracks at the time of the incident at the above address. <br /> OBSERVATIONS: Upon leak discovery,the impacted container was brought to the onsite"leak pit"area.Absorbent was placed on the rail car and on <br /> railroad tracks below,where the container was located at the time of the incident.T&S Intermodal Maintenance Inc.was retained to clean up the spill.No <br /> storm or sewer impact was noted.The leak appears to have originated from a loose gas cap of a vehicle being transported inside the container,leaked <br /> material was identified as gasoline fuel.Javier Tapia with T&S estimated the leak to be approximately 0.5-gallons.The leak was stopped and the gas cap was <br /> tightened,the shipping container was wiped down.Mr.Tapia with T&S removed all the waste absorbent,and indicated that no fuel was noted on the ground <br /> where absorbent was placed.No staining was noted on the ground at the time of inspection.Submit to EHD a copy of the initial and the final disposal <br /> manifest for the generated waste absorbent/gravel mixture(approximately 2 gallons were placed into the onsite hazardous waste container). <br /> VIOLATIONS: <br /> ® Discharge of any Waste, including Sewage <br /> (CA Health and Safety Code 5411) <br /> ❑ Discharge of Waste or Sewage to Water or within 150' of Waterway <br /> (SJC Ordinance Code Section 9-1125.3, 9-1125.4) <br /> ® Improper Disposal of a Hazardous Waste <br /> (CA Health and Safety Code 25189.5) <br /> ❑ Other: <br /> CORRECTIVE ACTIONS/ORDER: <br /> Immediately contain, clean up, and dispose of the waste at an authorized, permitted location. <br /> Ensure that clean up personnel possess adequate training. <br /> ® Investigate and abate contamination under the oversight of the appropriate lead agency. <br /> ® Submit copies of hazardous waste manifests/disposal records to the EHD within 30 days. <br /> PJ Other: Correct By: Immediately <br /> COST RECOVERY:All EHD Staff Time Associated with this Spill Response is Billed to the Responsible Party at <br /> the Current Hourly Rate.
