SAN J O A Q U I , •N Environmental Health Department <br /> --COUNTY <br /> Complaint Record Daily Time and Activity Summary from6/2V2013 to <br /> 6/21/2020 for COLG5PGJR located at <br /> BNSF STOCKTON INTERMODAL FACILITY <br /> 6540 S AUSTIN RD, STOCKTON <br /> Activity Date Recorded by <br /> 11/17/2015 3:30 pm: Received the information regarding a possible hazardous materials spill PE 2546 MANZO <br /> 90 min at the BNSF intemodal facility. Called James Farrier at 909-267-5167, who SC 544 <br /> reported an unconfirmed spill from a small intermodal trailer, the waybill indicates <br /> that amine-type chemical was on the truck. 3:50 pm, received a call back from <br /> James, he reported that Patriot clean up company will be onsite at 4 pm to unload <br /> the trailer and determine the source of the leak. According to the waybill 48-one <br /> gallon containers is on the trailer. James reported that the leaked substance looks <br /> milky. The trailer is on concrete in the leaker pit area and the trailer was not <br /> parked onsite and as far as he knows no spill was onsite and the trailer was <br /> brought back to the leak area as soon as the leak was discovered. Called James <br /> back, he reported that the estimated ETA is now 5 pm. Jason Neham is onsite at <br /> 916-396-0962. The impacted intermodal container No: TTRX##RX360273. <br /> Researched the amines, could not find the pH for this substance. According to <br /> James, the trailer will be neutralized onsite and the damaged container will be <br /> overpacked and sent on to the recipient. Discussed the release with Kasey Foley <br /> (Prog. Coordinator), the clean up company can neutralize the chemical at the area <br /> of leak and the damaged container should be disposed off as hazardous waste. <br /> 11/17/2015 5:00 pm, left to the site. 5:30 pm, arrived onsite, called Jason at 916-396-0962, he PE 2546 MANZO <br /> 228 min indicated that he is not onsite and to call Patriot Juan Rubio at 510-829-2198, he SC 944 <br /> assisted in locating the"leaker pit". Arrived on scene, took pictures. Observed <br /> small whitish drips on the underside of the trailer, looked for the signs of staining, <br /> didn't find any, the trailer is on top of plastic, the leaker pit is also lined with plastic <br /> with no signs on whitish substance. Took pH of the drips outside of the trailer, with <br /> assistance from Juan, pH paper indicated pH between 8 and 9, outside of the <br /> container was wet, the reading is likely influenced by the rain water. Provided <br /> update to Kasey F. Waited for the trailer to get unloaded. Observed one pallet of <br /> corrosive containers(1 gallon), some of which appeared damaged. Discussed the <br /> disposal strategy with Juan, absorbent will be applied to all spilled substance <br /> inside the trailer, Patriot will unpack the containers any damaged one will be <br /> placed into an hazardous waste container along with clean up materials and waste <br /> absorbent and left onsite with BNSF for disposal. Twelve (12) damaged 1 gallon <br /> containers were recovered and placed into a hazardous waste 55-gallon container <br /> which would be staged onsite along with all the clean up materials. The spilled <br /> material is a two part epoxy, only one of the parts was damaged, the second part <br /> remained intact. Took pictures of the drum and the hazardous waste label. Juan <br /> will take a picture of the drum once its moved out of the container and email it to <br /> me. He indicated that the outside of the shipping container will be wiped down as <br /> well(even though pH was < 12.5) and wipes also placed into the HW drum. The <br /> rest of the load was inspected and didn't appear to be damaged and will be <br /> repackaged into a new shipping container. Prepared complaint form, entered <br /> complaint in ECR, documented the spill response. 8:15 pm, received a page from <br /> general hospital From Keith Witkowski (ERTS)440-349-2700 (ext. 307), called <br /> Keith and confirmed that the notification was for the same incident and for the <br /> same chemical.
