Infdrmation available to Tosco indicates that the original fuel tanks were <br /> removed in 1984,while the facility was operated by Mobil Oil. The site was then <br /> transferred to 13P Oil,which was subsequently acquired by Tosco. In addition to the <br /> complications resulting from the changes in ownership or operation of the subject <br /> facility, environmental reporting was not yet a common practice at the time of the 1984 <br /> tank removal activities_ For these reasons~ Tosco is unable to provide the requested <br /> information on the disposal of materials generated during the 1984 tank removal <br /> activities. <br /> A copy of the May 1, 199&report titled Soil Sampling.Results for Station flpgr , <br /> prepared for Tosco by PEG,is attached. This report documents investigative and <br /> remedial activities performed during the removal of-the more recent generation of <br /> underground fuel storage tanks,in February 1998. <br /> A copy of the,May 1, 1998 report has been reviewed by h1r.Harlin moll of the <br /> SJCEBD. In a Way 5, 1998 telephone conversation with PEG,Mr.Knoll presented the <br /> comments of the SJCEHD. The SJC.P. D noted that soil sample PD-3, collected from <br /> bweath the central product dispenser island at a depth of approximately 3 feet below <br /> ground surface fts),contained a residual concentration of 1,800 parts per million(pprn) <br /> total purgeable petroleum hydrocarbons calculated as gasoline(TPPH-9). However,the <br /> SJCEM further noted that soil sample PP-6, collected at a depth of 5 feet bgs, <br /> approximately 4 feet to the south-southeast of PD-3, did not comain detectable TPPH-g. <br /> Based on these observations,the MEED feels that the extent of TPPfY g impact in the <br /> area of soil sample PD-3 is of a limited extent. The M ERD remains strongly in support <br /> of the issuance of a letter requinng no further action. <br /> Request for Letter Requiring No Further Action <br /> PECK conows with the observations of the SJCEHD in regard to the TPPH g impact in <br /> the location of soil sample PD-3. In addition to the apparently limited extent ofTP'PH g <br /> impact in that area,PEG motes that the TPPH g concentration detected in soil sample <br /> PD-3 is not accompanied by detectable concentrations of benzene or methyl-tertiary- <br /> butylether,the primary constituents of concern with regard to the protection of drinldng <br /> water resources_ <br /> On behalf of Tosco,PEG hereby requests the issuance of a letter requesting no fiuther <br /> investigative or remedial action for the subject site_ <br /> ]111741AiC 0S FrYsoc <br />
