Page 2 <br /> BTEX constituents were also detected in the sample from the drill cutting (ethylbenzene at <br /> 0 037 ppm and xylenes at 0 25 ppm) <br /> EMCON visited the site on July 11, 1994 Two UST complex observation wells were noted at the <br /> northwest and southeast corners of the UST complex There was no water in either well The <br /> Pea gravel beneath the-southern dispenser pump on the west island showed moderate staining <br /> The gravel beneath the diesel dispenser (west Pump Island, north dispenser) also appeared wet <br /> and stained The concrete drive slab and asphalt surface were in good condition A storm drain <br /> is located to the east of the building containing the restrooms <br /> Rete _ulatory Status and Other Issues <br /> Site 11191 has a case file with the local regulatory oversight agency (San Joaquin County, <br /> Public Health Services, Environmental Health Division) The agency's file includes reports of <br /> tank tightness testing (although the file does not contain the results of the 1988 testing), as well i <br /> as the two reports of UST releases referenced in Section 2 The file also contained two reports <br /> of agency inspections at the site on April 27, 1993, and May 11, 1994 The 1993 report <br /> identified six violations, including no testing of leak detection equipment on one UST, calibration <br /> stickers missing, inventory reconciliation not being tallied monthly, a leaking dispenser and a <br /> nonworking nozzle on the diesel tank, and all monitoring and maintenance records not <br /> maintained on site The 1994 report identified two violations inventory reconciliation reports <br /> had not been submitted, and complete UST monitoring records were not available for <br /> inspection In both cases, the agency classified these violations as major <br /> A letter from the County dated May 10, 1994 was issued to BP, requesting a work plan for <br /> additional investigation in the B-4 and B-5 area by July 11, 1994 It is not known if the work plan <br /> was submitted <br />
