Based on information provided by ARCO, <br /> the fibertrench/sump system may have been incorrectly installed. Although an <br /> unauthorized release had not occurred, ARCO initiated the replacement of the single wall <br /> product lines and the fibertrench system with double wall fiberglass product lines. During <br /> the replacement of the product lines, EMCON collected soil samples beneath the product <br /> lines and fibertrench system. <br /> PRODUCT LINE REPLACEMENT AND SAMPLING <br /> American Construction & Environmental Services, Inc., of Livermore, California, was <br /> contracted by ARCO to conduct product line removal and replacement activities. <br /> EMCON was contracted by ARCO to conduct an environmental sampling investigation <br /> associated with the product line removal and replacement activities. EMCON's field work <br /> was conducted in accordance with the Tri-Regional Guidelines and EMCON Feld <br /> Procedures. A copy of EMCON's Field Procedures are presented in Appendix A. A site <br /> safety plan(Plan No. 0805-159.01) was prepared and a copy of the safety plan was on site <br /> during the field activities. <br /> On October 20, 1995, an EMCON geologist was on site to collect soil samples beneath <br /> the product line trenches. A representative of San Joaquin County Public Health Services <br /> (SJCPHS) was also on site. Soil samples were collected every 20 linear feet beneath the <br /> former product lines or at product line angle joints. Samples were collected at <br /> approximately 4 to 5.5 feet below ground surface(bgs) (approximately 2 to 3.5 feet below <br /> the former product lines and fibertrench system). Nine soil samples were collected from <br /> the trenches under the direction of the SJCPHS representative. The location of soil <br /> samples are shown on Figure 2. <br /> Soil encountered in the trenches consisted of brown silty clay to clay.
