2101 Wet�ster Street <br /> 12th Floor <br /> Oakland CA 94B 12 <br /> 15101 663-4100 • FAX 15101 BB3-41 41 GEOMATRIX <br /> rr <br /> August 10, 2004 <br /> Project 9963 �, C <br /> AUG 1 1 2004 <br /> Mr Jeff Wong ENVIRONMLNT HEALTH <br /> San Joaquin County Department of Public Health Services PERMIT/SERVICES <br /> Environmental Health Division <br /> LOP/Site Mitigation Unit IV <br /> 304 East Weber Avenue, Third Floor <br /> Stockton, CA 95202-2708 <br /> Subject Work Plan for Corrective Action Plan <br /> Former ContiGroup Grain Elevator <br /> 1805 Harbor Street <br /> Stockton, California <br /> Dear Mr Wong <br /> This document constitutes the Work Plan (work plan) for preparing the Corrective Action Plan <br /> (CAP) for affected soil and groundwater beneath the former Continental Grain Elevator (the <br /> site) located at 1805 Harbor Street, Stockton, California (Figure 1) This work plan was <br /> prepared for ContiGroup Companies, Inc , and their consultant, Huff& Huff, Inc , by <br /> Geomatrix Consultants, Inc (Geomatrix) Soil and groundwater beneath the site is reported to <br /> be affected by residual petroleum hydrocarbons following the permitted removal of <br /> underground storage tanks (USTs) in 1988 The USTs were used to store petroleum-based <br /> vehicle fuel Regulatory oversight for the project is provided by the San Joaquin County <br /> Department of Public Health Services, Environmental Health Division (PHS/EHD) <br /> The objective of this work plan is to provide the road map and identify the components <br /> important to the preparation of a CAP for affected soil and groundwater at the site The <br /> purpose of the CAP is to provide a means to implement potential remediation and/or <br /> management alternatives for reducing potential risk associated with affected soil and <br /> groundwater beneath the site The work plan will be used to develop a CAP that provides for <br /> the selection and implementation of corrective actions that are technically feasible and cost <br /> effective <br /> The work plan and subsequent CAP also are important elements in the California UST Fund <br /> reimbursement process, for which this site does have an active claim file Regulatory <br /> approval for the proposed work and methodology are sought for continuing the claim process <br /> This work plan provides a summary of available information and a description of the elements <br /> that are anticipated to be included in the CAP For information, the document also presents a <br /> summary of California Regional Water Quality Control Board, Central Valley Region <br /> 4 <br /> Cgeomatrix Consultants, Inc. <br /> Engineers Geologists and Environmental Scientists <br />
