One <br /> section of pipeline remains under Hansen Road. The Site is now occupied by the FedEx Tracy <br /> Hub and Medline warehouse facilities. Central Valley Water Board staff previously approved an <br /> Amended Soil Management and Excavation Work Plan (Work Plan) dated 11 September 2014, <br /> which describes procedures for managing soil impacted with total petroleum hydrocarbons as <br /> crude (TPHc) from former pipelines during the redevelopment project at Cordes Ranch in Tracy. <br /> The Work Plan proposes destroying monitoring well MW-16 and drilling eight replacement <br /> groundwater monitoring wells. Groundwater samples obtained from monitoring well MW-16 have <br /> not contained petroleum hydrocarbons since June 2014. Shell destroyed the existing monitoring <br /> wells except for MW-16 during Site construction and excavation activities and the replacement <br /> wells are necessary to monitor Site groundwater conditions. <br /> Our comments are: <br /> ---J- CentraWalley Water Board staff concurs with th in talhtion of eight mplacement <br /> monitoring wells at the Site. By 1 November 2016, Shell needs to install the new <br /> monitoring wells; collect and analyze soil and groundwater samples; and submit a report of <br /> findings. <br /> 2. Central Valley Water Board staff does not concur with the destruction of monitoring well <br /> MW-16 at this time. Shell may discontinue groundwater monitoring at MW-16; however <br /> MW-16 may be necessary for plume delineation following installation of the replacement <br /> monitoring wells. <br /> 3.
