1.0 INTRODUCTION
Conestoga-Rovers & Associates (CRA) prepared this work plan on behalf of Equilon
Enterprises, LLC dba Shell Oil Products US (Shell) for proper destruction of the monitoring
wells for the Former Shell Central Valley Crude Oil Pipelines project located at Cordes Ranch in
Tracy,California site (Figures 1 and 2).
The destruction of all site wells is necessary to support the land development activities
occurring in the near future. The well destruction work was discussed in an April 23,2014
meeting with the Central Valley Regional Water Quality Control Board (RWQCB), where Shell
received verbal concurrence from the RWQCB for well destruction to support land
development. A conceptual replacement monitoring well network as part of a long-term
monitoring plan and schedule will be submitted to the RWQCB based on the results of the work
completed under the delineation work plan currently under review by the RWQCBand the
further refinement of the site plans by the developers for the currently planned Lot 1 and Lot 2
land development. The proposed scope of work is written to comply with San Joaquin County
Environmental Health Deparhnent(EHD) guidelines.
2.0 WORK PLAN
2.1 PERMITS
CRA will obtain well destruction permits from the EHD prior to starting field work.
2.2 HEALTH AND SAFETY PLAN (hasp)
CRA will prepare a HASP to protect site workers. The HASP will be kept on site during field
activities and will be reviewed and signed by each site worker.
2.3 UTILITY CLEARANCE
CRA will mark the proposed work locations, and the locations will be cleared through
Underground Service Alert and a private utility locating service prior to performing well
destruction activities.
060223(32) 1 CONESTOGA-ROVERS&ASSOCIATES
