1.0 INTRODUCTION <br /> Conestoga-Rovers & Associates (CRA), on behalf of Shell Oil Products US Company <br /> (Shell), has prepared this Soil Management Plan (SMP) and Excavation Work Plan for the <br /> location referred to as Cordes Ranch in Tracy, California. A site vicinity map is <br /> presented on Figure 1. <br /> The site is located near the eastern slope of the Altamont Pass in the City of Tracy, <br /> California. The Former Shell Central Valley Crude Oil Pipelines carried crude oil from <br /> the Central Valley to the Bay Area. Shell operated two pipelines (8-inch and 10-inch <br /> diameter) that traverse the site, oriented in a northwest-to-southeast direction through <br /> agricultural land. The pipelines were reportedly removed from operation in the late <br /> 1960's. The current site boundaries encompass approximately 2 miles of former crude <br /> oil pipeline right-of-way (ROW) located south of Highway 205 northwest of Hansen <br /> Road and north of Schulte Road (Figure 1). Based on available information, the <br /> pipelines were removed within the site boundaries except for a section that remains <br /> under Hansen Road. <br /> The project area is primarily agricultural land; however, there is an approved <br /> development plan and agreement between the property owner and the City of Tracy. <br /> The conceptual development plan (zoned for manufacturing/distribution, commercial <br /> and business park use) is shown on Figure 2, and identifies the first phase of <br /> development as Proposed Lot#1 and#2. <br /> The following section (2.0) presents the SMP to be used in support of the land <br /> development when soil disturbance is planned within the former crude oil pipeline <br /> ROW. The subsequent section (3.0) presents an excavation work plan to remove soil <br /> impact at discrete locations in support of and prior to the land development. <br /> The SMP and excavation work plan were prepared consistent with the discussions <br /> between SHELL and the Central Valley Regional Water Quality Control Board <br /> (RWQCB) during the April 23,2014 meeting. <br /> 2.0 SOIL MANAGEMENT PLAN <br /> This SMP has been prepared to address crude oil impacts within Cordes Ranch <br /> originating from the Former Shell Central Valley Crude Oil Pipelines exclusively, and <br /> 060223(33) 'I CONESTOGA-ROVERS S ASSOCIATES <br />
