J <br /> 26 May 1988 O <br /> J U N 3 1988 <br /> Mr. Ted Knowles <br /> ENVIROMENTAL HEALTH 1140 West Hammer Lane PERMIT/SERVICES <br /> Stockton, California 95207 <br /> KNOWLES GAS STATION, 1140 WEST HAMMER LANE, STOCKTON <br /> The following letter is in response to the 26 May 1988 meeting <br /> between Regional Water Quality Control Board (RWQCB) staff, you, <br /> your consultant (Groundwater Technology Incorporated (GTI) ) , and <br /> a representative from the San Joaquin Local Health District (Ms. <br /> Laurie Cotulla) . A number of issues regarding the assessment of <br /> groundwater and soil problems and new construction at your site <br /> were discussed and are summarized in the enclosed memo. <br /> Construction of the new facility is acceptable provided you <br /> perform the following tasks: <br /> 1. Submit current construction plans for the new facility <br /> along with an overlay or superposition of former tank/product <br /> lines/pump islands within 14 days of receipt of this letter. <br /> 2 . Tmplement the 3.7 February 1988 GTI workplan which includes <br /> one deep soil boring at the old tank pit, hand auger borings <br /> along the old product lines and pump islands, monthly <br /> monitoring of water levels to determine the local groundwater <br /> gradient, and quarterly sampling of the three monitor wells. <br /> 3 . Submit a complete Preliminary Report, as outlined in the <br /> enclosure, including results of the GTI propcsed soil boring <br /> and hand auger borings within 45 days of receipt of this <br /> letter (but no later than 22 July 1988) . <br /> 4 . Submit a letter to the Regional. Water Board and San Joaquin <br /> Local Health District within 30 days of local agency + <br /> approval of your construction plan which includes: <br /> a. A commitment to define the lateral and vertical extent of <br /> soil and ground water contamination, if needed, from your <br /> facility and prepare a Problem Assessment Report, as <br /> outlined in the enclosure, if needed. <br /> b. A uonmi.t_nenL to remediate soil , if necessary, install <br /> necessary- remediation equipment, and perform necessary <br /> excavations, <br />
