EHD has a contract with California <br /> State Water Resources Control Board (SWRCB) to conduct a UST corrective action <br /> program. EHD has completed a review of Workplan for Vertical Groundwater <br /> Investigation and Bench Test for In-situ Oxidation prepared by Ground Zero Analysis, <br /> dated 1 March, 2006. EHD offers the following comments regarding that work plan for <br /> your site. <br /> On 2 May 2006, EHD gave verbal approval for the installation of a deep on-site <br /> monitoring well approximately 40 feet down-gradient of the former UST system. MW 10- <br /> D installation was completed on 19 May 2006, and after development sampled on 7 <br /> June 2006. MW 10-D is screened in a sand unit at approximatly 95 feet below ground <br /> surface and the initial ground water sample results do not indicate gasoline <br /> contamination at depth. EHD recommends a second ground water sample be collected <br /> and analyzed to confirm the initial sample results. Soil samples were also collected <br /> during drilling of MW-10D and will be used in the bench-scale test for in-situ chemical <br /> oxidation. <br /> Ground Zero Analysis proposes to evaluate the potential for the injection of an oxidation <br /> solution (ISOTEC's modified Fenton's reagent) utilizing a bench-scale test. Gasoline <br /> contaminated soil collected during the drilling of MW 10-D and contaminated ground <br /> water collected from the on-site MW-5 will be medium use for the lab reaction and <br /> evaluation. EHD has exchanged phone calls with John Lane of Ground Zero regarding <br /> the proposed scope of the bench scale test and has received the ISOTEC addendum. <br /> EHD has also discussed the proposal and documents with James Barton of the Central <br /> Valley Regional Water Quality Control Board (CVRWQCB). <br /> CVRWQCB and EHD staff recommends you use the ITRC In-Situ Chemical Oxidation <br /> guidance document (ITRC.com) for the proposed study. The bench scale test must <br /> meet CVRWQCB needs for evaluating the potential necessity for possible waste <br /> discharge requirement (WDR). Keep in mind that a primary objective of the bench scale <br /> test is to assist the CVRWQCB in making a determination on the WDR issue, so be able <br /> to show that the data derived will meet CVRWQCB needs. <br />
