PHS/EHD has a contract with
California State Water Resources Control Board (SWRCB)to conduct an UST corrective action
program.
PHS/EHD met with staff from the California Regional Water Quality Control Board (CRWQCB) on
January 24, 2001 to review records for the above referenced site. In the most recent report
prepared by Ground Zero Analysis, Inc. dated November 14, 2000, groundwater results from
monitoring well (MW)#5 were: 46,000 part per billion (ppb)TPH-Gas; 7,600 ppb Benzene; 730
ppb Toluene; 230 ppb Ethlebenzene; and 2,800 ppb Xylene. In that report, the recommendation
was made by Ground Zero Analysis to close this site as a low-risk contamination case. Due to
these high concentrations of gasoline contaminants in the groundwater at MW #5, site closure
cannot be granted at this time.
To date, eight MWs and four soil borings with groundwater grab samples have been completed.
Historically, MW#5 has evidenced the highest contaminant concentrations which appear to be
localized and defined. You are required to conduct a feasibility study to determine the best
available technology that will mitigate the impact to groundwater in the area of MW#5. Please
submit the feasibility study by May 31, 2001.
If you have any further questions regarding this matter, contact Harlin Knoll at (209)468-3442.
Donna Heran, REHS, Director
Environmental Health Division
Harlin Knoll, Senior REHS Margaret - gorio, REHS
LOP/Site Mitigation Unit IV Supervisor
HK
c: RWQCB, Central Valley Region-Marty Hartzell
Ground Zero Analysis, Inc.
A Division of San ioaquin County Health Care Services
