PUBL-iC HEALTH SlEkr ICES p?VN•.,CO
SAN JOAQUIN COUNTY
JOGI KHANNA M.D.,M.P.H. °l _
Health Officer
P.O. Box 2009 • (1601 East Hazelton Avenue) Stockton,California 95201
C4iFORa`P
(209) 468-3400
July 20 , 1990
Alan N. Harvey, City Manager
City of Stockton
425 N. E1 Dorado St. 00 F"y
Stockton, CA
RE: Knowles
1140 W. Hammer Lane
Stockton, CA
In response to your letter of July 12 , 1990, our staff has prepared
a chronological site activity summary for the above referenced site
commencing with the tank removal of March 5 , 1987 .
In August, 1989 , the Knowles site was entered into the San Joaquin
County Pilot Program for oversight of assessment and remediation
activities at contaminated underground tank sites, now known as the
Local Oversight Program. Prior to our Local Oversight Program lead
regulatory responsibility for UGT contaminated sites was with the
Central Valley Regional Water Quality Control Board (CVRWQCB) .
Additional field investigations occurred in the fall, 1989 , and
winter, 1990 . Sporadic laboratory results were submitted without
benefit of geological interpretations, thereby, delaying proper
evaluation of the site' s progress. The consultant retained by the
Knowles family has proposed on-site treatment of the stockpiled
soils which will enable replacement of the soil back into the pit.
Approval of this on-site treatment is currently under review by the
State Department of Health Services-Alternative Technology
Division.
We have provided written instruction to the Knowles family and
their consultant to submit a summary report of the site' s
activities to date and to include recommendations for the
stockpiled soil remediation. The report will be submitted to oure
office by August 31 , 1990- After our review of this report,
will be better able to answer questions regarding "clean up" of
this site.
A Division of San Joaquin County Health Care Services
