Box 2009 <br /> Stockton, CA 95201 <br /> Attn: Harlan Knowles <br /> Re: Kaowels Property - Pacific Ave./Hammer Ln. <br /> Dear Mr. Harlan Knowles, <br /> This letter is to confirm our phone conversation of February 28, 1990. The <br /> substance of our conversation centered around vour meeting with Tom Peltier of <br /> the State Water Quality Control Board, and his plan of how we should proceed <br /> in mitigating soil and groundwater contamination at the subject location. His <br /> plan, with your concurrence, included the following: <br /> 1. The open tank pit can be backfilled with the treated stockpiled <br /> soil. You both decided that we excavated to a maximum depth and <br /> that it is unlikely that much would be gained by further excavation. <br /> In addition, you don't forsee the need for further remedial <br /> work in the tank pit bottom area once it is closed. <br /> 2. We will need an aeration permit from the San Joaquin APCD to <br /> treat the stockpiled soil. <br /> 3. Mr. Ted Knowles should provide quarterly sampling of the existing <br /> monitor wells and provide the County with a copy of the report. <br /> 4. Mr. Peltier, with the Regional Water Quality Control Board, <br /> would like Mr. Ted Knowles to further identify the downgradient <br /> plume of contaminated water. He suggests Air. Knowles install <br /> a monitor well across Hammer Lane, in the City right of way area. <br /> 5.
